محیط‌شناسی نقش مشارکت مردمی در امنیت عمومی کشور

چکیده

   چکیده
هدف اصلی این مقاله، بررسی مشارکت مردمی در امنیت عمومی کشور است. این تحقیق از نوع تحقیقات کاربردی و ازلحاظ روش از نوع آمیخته (کیفی - کمی) است. جامعة آماری تحقیق را 97 نفر از اساتید دانشگاه‌ها، مدیران دستگاه‌های امنیتی و سیاسی و فرماندهان نظامی و انتظامی تشکیل می‌دهند. گذشته از مطالعات پایه و مرور تحقیقات پیشین، اطلاعات اساسی تحقیق ازطریق انجام مصاحبه و پرسشنامه جمع‌آوری شده و در دو سطح آمار توصیفی و استنباطی مورد تجزیه‌وتحلیل قرار گرفته است. یافته‌های تحقیق نشان می‌دهد که جامعة ایران، به‌ویژه نهادها و دستگاه‌های امنیتی و سیاسی لازم است تا در راستای ارتقای مشارکت مردمی در امنیت عمومی به تلاش افزون‌تر خود جهت «فراهم کردن بسترهای قانونی تعامل و ارتباط با مردم»، «تأکید بر فرهنگ‌سازی و آموزش عمومی (مردم و سازمان‌های متولی امنیت)»، «تمرکز بر تغییر ساختارها و تمرکززدایی از قدرت و مسئولیت در نهادهای متولی امنیت»، «توجه به عنصر سرمایة اجتماعی و مهم‌ترین عنصر سازندة آن؛ یعنی «اعتماد عمومی» و «افزایش احساس مسئولیت اجتماعی» ادامه دهند.

Abstract
    The main purpose of this article is to examine the people's participation in the public security of the country. This research is of applied research type and in terms of method, it is of mixed type      (qualitative and quantitative). The statistical population of the study consisted of 97 persons of university professors, managers of security and political apparatuses, and military and police commanders. In addition to basic studies and review of previous researches, basic information of this research has been collected through interviews and questionnaires and is analyzed at two levels of descriptive and inferential statistics. The research findings show that the society of Iran, especially security and political institutions and agencies, need to continue their efforts to "provide legal platforms for interaction and communication with the people, "emphasis on proliferation of culture and public education (people and organizations responsible for security), "focus on changing structures and decentralization of power and responsibility in institutions that are responsible for security", "attention to the element of social capital and its most constructive component; that is public trust" and "increase the sense of social responsibility".
